Tom, this is a pickle that you've found yourself in.  Sixty-five cents will get you to $20 on the nose, and $1.65 will get you to $21 on the nose.  $1.40 will get you to the magic million dollar threshold of $20.75, but remember that now you can't spend more than $1.65 because that will put you over $21.  Choose wisely.
