Why is the top of the page so messed up?

The top of the page with the image where it shows the logo and "The Big Wheel Stops Here" is really glitchy and it keeps flashing. Something is really wrong. It's been like this since yesterday.

Sounds like your browser somehow failed to load the .gif at the top of the page properly.  Try clearing your cache.
