What is wrong with the time?

I have been wondering this for a while, I live in the central time zone and the site time isn’t an hour ahead for me, will this be fixed or is it always like this?

The time looks correct for me right now, though it used to be an hour behind.

The site time has to be manually configured in the settings. I believe it’s with fourm profile.
