Smart/digital watches banned in the audience?

I see on the ticket website that it says that there is a new dress code: digital, smart, and fitness watches are now banned.

Two questions:

1.  Is this something new for the upcoming season, or has this been in place for a while?

2.  Was there any particular incident that triggered this?
