Library music question

I almost keeled over Tuesday when the second showcase began with a music cue from the old Capitol Hi-Q music library.

This particular cue is a favorite of mine and I'm amazed that TPiR used it.  My question is, how did they use it?  I can't find anything about copyright management for the Capitol Hi-Q music library (which is quite vast).  If the library is available for use, that'd be great to know.
