Forgive me, but when did TPIR stop going to commercial between Act 1 and Act 2 (PG's #1 and #2)?

As per the Timeline, 4744K, near the end of Season 37.

The commercial break was briefly reinstated during the holidays in Season 38, but was once again removed.

When they removed the commercial break in question, did they add one in a new place I didn't notice or did they just extend an existing one?

They extended some of the existing ones; there was no change in the overall amount of commercial time when they eliminated that break.
