Yup. That game show law applies to reality TV competitions, as well.
"Law"?  That rule is up to the network/production companies discretion.

Nope, the purple/magenta "$"  paper slips aren't working either.

I don't remember there being anything wrong with the yellow slips they were using for, like, ever.  Maybe they should try that?

I just saw this show today on Innertube.

Range Game:  She stopped way too soon.  I would have stopped at 16,300 to 16,450, netting me a win of a useless vehicle.

Punch a Bunch:  A great 5000 win.  I don't really consider 5000 a loss.  Zachary really got into the Chuck Norris punch.

Money Game:  Lisa seemed a little off here.  I would have said 18, then 19, then 20, then probably 36 and 44.  She really lucked into a win.

Swap Meet:  I knew he lost when he picked the computer.  I would have picked the fireplace and won.  A fairly hard setup for Joe Plinko.

Pass the Buck:  Another 5000 given away. 

Pick a Number:  A real toss up.  I went with 3 like Holly.

Showcases:
Showcase 1 I bid 34,111.  I was off by 9 dollars!  Judah's bid didn't even cover the car, giving Alicia an easy win.

Are people that were on other CBS games show allowed to play on the Price is Right?

With regards to other game shows and eligibility (at least on TPiR) - you cannot be a contestant if you have been on one game show in the past year, or two game shows in the last ten years.
